Hinds County Human Resource Agency’s (HCHRA) leadership includes a highly-qualified team of senior administrators and directors with more than 200 years of professional experience. Areas of expertise includes human resources; board and office administration; social work; counseling; psychology; accounting; purchasing and procurement; public relations; and marketing. Because HCHRA is an agency with multiple programs that address a variety of community needs, it is crucial that the leadership not only has significant experience but also a strong knowledge base. This mission-driven and caring group of professionals dedicates themselves to the Hinds County Mississippi community and re-commits each year to improve upon the previous year’s efforts.
Hinds County Human Resource Agency assisted thousands of individuals who struggled to free themselves from the grip of poverty. To accommodate the ever-increasing needs, HCHRA employs approximately 400 staffers. While the CEO has general oversight, the Agency’s senior staff composed of administrators and directors manage day-to-day departmental operations. Motivated by the Agency’s mission of Helping Families and Strengthening Communities and guided by Board policy, this group of professionals is well-equipped with more than 200 years of professional experience, various certifications, and educational credentials to get the job done.
Meet our Senior Staff & Directors
Kathleen Williams-McGriggs, a proud alumnus of the Head Start Program, has been with HCHRA since 1999. She is responsible for managing administrative support services and board activities. Ms. Williams-McGriggs is a licensed Real Estate Agent with a background in Business and Court Administration. She is a 2006 – 2007 Leadership Jackson Graduate. Ms. Williams-McGriggs is a member of various clubs and organizations, and has been the recipient of many awards throughout her career.
William Roy Brown
William Roy Brown, a proud alumnus of the Head Start Program, has been with HCHRA since 2003. Earning a Bachelors of Science (BS) in Computer Science and a minor in Business Administration has allowed Mr. Brown to work in several fields, including 3 years as an Application Developer and 12 years maintaining and managing facilities along with related equipment. Mr. Brown has overseen the construction and renovation of several Head Start and Early Head Start centers including the Agency’s newest center, the Terry Road Early Head Start Center.
Shirley A. Gibbs
Shirley Gibbs is a graduate of Mississippi College and Jackson State University and has seven years of experience in public education, and eighteen years of experience in governmental procurement. As a member the Mississippi Association of Governmental Purchasing and Property Agents, Shirley Gibbs has gained additional training on federal, state and local laws, rules and regulations pertaining to contract procurement. Shirley Gibbs has received the HCHRA Agency Support Award, the HCHRA Board of Directors Awards, and the HCHRA Administrative Staff Member of The Year Award. Shirley Gibbs has been with HCHRA for more than twenty years, serving first as a volunteer parent for the Head Start Program, then being hired as Purchasing & Procurement Director for the past eighteen years.
Al Junior is a graduate of Morehouse College and Atlanta University where he obtained his Bachelors of Art (BA) and Masters in Business Administration (MBA) respectively. Mr. Junior has been with HCHRA since 1976, starting as Fiscal Officer. Prior to employment with HCHRA, Mr. Junior shared his talents with institutions of Higher Learning such as Tuskegee Institute (University), Jackson State College (University), and Tougaloo College.
Harry J. Lane, III
Harry J. Lane III, a 30 + year veteran with HCHRA, has served in a variety of positions from Assistant Energy Coordinator, Accountant, to his current position. Mr. Lane is a licensed Real Estate Agent and former licensed Social Worker, with a background in Marketing, Finance, Black American Studies, Political Science and Property Management.

Ethel M. Minnifield
Ethel M. Minnifield, a graduate of Belhaven University with a degree in Social Services, joined the HCHRA staff in 1985, where she has worked in several positions. Ms. Minnifield is responsible for the agency’s Senior Activities in Hinds County, which includes the Senior Picnic, Fashion Show and Health Fair. As Assistant Vice President, she is a member of Hinds County Sheriff Department TRIAD/SALT Council, MSROMA Task Force, City of Jackson Senior Services Activities Committee, and Volunteer Income Tax Assistance (VITA) Program certified.
Angelique comes to Hinds County Human Resource Agency with a broad and varied background in marketing, public relations, media management, communications, business development, and event management. She has spent more than ten years in the public and private sectors and served eight years as the partner of a marketing and media management firm.
She earned a Bachelor’s of Business Administration in Marketing from Jackson State University, where she also completed advanced studies in economics and business. She was ranked number one in her senior marketing class.
